SOSSEC'S Role In The DVIC Program
The Southeastern Pennsylvania Regional Task Force (SEPA RTF) required a study that identifies the information flow, business processes, decision-making processes, functional and technical requirements, enabling facilities and IT infrastructure that will support the new regional DVIC and City of Philadelphia EOC.
SOSSEC offered an ISO 20000-compliant Enterprise Process Architecture (EPA) approach to meet the requirements of the DVIC. SOSSEC introduced a Spiral Development Methodology that delivers incrementally increasing capabilities. This proven, repeatable, cost-effective approach capitalized on the SOSSEC Consortium's broad expertise in fusion center development, architecture and engineering, command and control, emergency management system development, systems engineering and integration of complex intelligence, law enforcement, homeland security, and emergency management systems.
The EPA process is further bolstered by SOSSEC's strong implementation support environment, which includes experienced consulting services, training, and applicable tool support.
SOSSEC's rapid delivery capability is based on Consortium member CACI's experience of over 45 years of delivering complex, mission critical intelligence system solutions for DoD and Intelligence agencies. This capability allows the integration team to afford SEPA RTF the ability to achieve early operational deployment for the DVIC while tailoring implementation to changing needs and threats.
SOSSEC analyzed the processes, collected user requirements, and identified needs across several functional areas that resulted in design plans for the DVIC. SOSSEC then developed an Implementation Architecture based on the Department of Defense Enterprise Architecture Framework (DoDAF) Model.
The Enterprise Process Architecture Approach and Spiral Development Methodologyalso accountfor potentially unpredictable funding flows. SOSSEC developed a flexible and scalable cost model for the DVIC that will allow for the introduction of new technologies and expansion of capabilities as new funding sources are identified, while clearly forecasting operations and maintenance requirements for the facility, regardless of its operational state.
