SOSSEC History

9/11The events of 9/11 spawned a U.S. Army initiative to "Provide Army technology solutions to meet Local, Regional and National Force Protection (FP), Homeland Defense (HD), and Homeland Security (HS) needs with a System of Systems Scalable, Interoperable and Integrated Approach for Addressing Emerging 21st Century Threats." The Army program, later known as the System of Systems Security Integration Initiative, fosters the collaboration of federal, state, and local governments; academia and industry to provide effective affordable solutions to Force Protection and Homeland Defense requirements.

During the past five years, the SOSSEC Consortium has enjoyed many successes. Its members have developed, integrated and supported more than 10 multi-million dollar development programs for federal, state, and local authorities in diverse regions of the country, and have facilitated collaboration among these diverse programs to share information and capabilities.

In 2008, SOSSEC reached a new milestone. At the request of the U.S. Army, the SOSSEC Consortium reformed under an S-Corporation called SOSSEC, Inc. and consortium memberships were formalized under a Consortium Membership Agreement (Appendix A). In April 2009, the US Army at Picatinny awarded the SOSSEC Consortium through SOSSEC Inc a multi-year Other Transaction Authority (OTA) Contract. SOSSEC Inc. was designated as the Consortium Administrative Organization (CAO) to be the contract and quality control agent. Under its new colors, the SOSSEC Consortium collaborates with federal, state, local, regional, and private sectors to conceive and implement transformational solutions. SOSSEC will be the ARDEC and the PEO's single point of contact (POC) and will provide fiscal oversight, quality control, and the broadest possible technological expertise to satisfy the requirements of this solicitation.
